VISL is set up by the Government of Kerala with a dedicated team to conceive and coordinate various project related responsibilities. The team consists of experts from Management, Infrastructure, Administration and company affirs. Th team is advised by Project Advisors M/s. International Finance Corporation (IFC), and host of external consultants who are global leaders in their chosen areas.

The Board of Directors of VISL is headed by its Chairman, Honorable Chief Minister of Kerala, Sri.Oommen Chandy, the Hon'ble Minister for Excise and Ports) Sri.K.Babu being the Vice- Chairman. The former Managing Director of KINFRA Sri.A. S. Suresh Babu is the Managing Director & CEO of the company. The day to day affairs are managed by a team led by the Chief Executive Officer. The ardent support of The Chief Minister and Minister for Ports along with the other Ministers who are members of the Board helps VISL to move forward in realising the project.
